Consumption Pattern Reform General Policies

1.    Reforming the individual, social and organizational culture of consumption, spreading the culture of saving and combating overconsumption, luxuriousness and consumption of foreign-made products by using cultural, educational and artistic potential and media, particularly national media

2.    Public education on appropriate pattern of consumption

3.    Developing and spreading the culture of productivity by presenting and encouraging successful patterns in this field and emphasizing the indicators of efficacy, accountability, discipline and satisfaction

4.    Educating principles and methods of saving at all levels of public education as well as specialized academic education

5.    Leading role by the state, state-run companies and public entities in respecting the pattern of consumption

6.    Countering the culture of consumerism and creating sensitivity to cultural products promoting overconsumption and luxuriousness

7.    Energy saving by applying a balanced set of price-associated and non-price-associated measures with a view to reducing the energy intensity index to at least two-thirds of its current level by the end of the 5th Five-Year Economic Development Plan and to at least half of its current level by the end of the 6th Five-Year Economic Development Plan with a focus on the following policies:

-    Prioritizing productivity in the energy generation, transfer and consumption in creating new energy production capacities

-    Carrying out comprehensive and integrated energy studies to optimize energy supply and consumption

-    Drawing up a national energy productivity plan and offering incentives including financial support and banking facilities for implementing energy consumption and supply efficiency and formation of public and private bodies to boost energy efficiency

-    Monitoring energy macro-indicators with proper mechanism

-    Revising and approving rules and regulations associated with energy supply and consumption, drawing up and applying mandatory national standards for production and import of energy-intensive equipment and tools and enhancing supervision on proper enforcement of policies and obligating producers to reform energy-intensive production processes

-    Reforming and upgrading the public transport structure with focus on railway and subway with a view to providing easy use of public transport

-    Boosting power plants output, diversifying power generation resources and increasing share of renewable and modern energies

-    Increasing power generation from small-scale, scattered and highly-efficient power plants and simultaneous production of electricity and heat

-    Improving methods of transferring energy products including maximizing transfer of petroleum products via pipeline and railway

8.    Upgrading productivity and institutionalizing efficient use of water in all sectors, particularly agriculture, within the framework of the following policies:

-    Designing, drawing up and executing national document on water consumption pattern in various sectors and updating it

-    Applying incentive and supportive policies for optimizing water recovery, storage and consumption

-    Adopting and applying necessary standards and regulations to reduce water waste, monitor the quality of water resources and prevent water contamination

-    Reforming patterns of planting and applying more efficient irrigation methods, developing optimal systems for drinking water supply and distribution and optimizing water consumption in the production sector based on higher strategic and economic value

-    Planning for water recycling and reuse

-    Drawing up and implementing suitable plans to strike a balance between water resources and consumption particularly in water tables with negative balance and managing drought and flooding based on climate conditions

9.    Reforming the model of bread consumption in the country through upgrading and improving conditions and quality of processes of “wheat-to-bread conversion” and “bread consumption”

10.     Upgrading productivity within the framework of the following policies:

-    Directing national revenue towards more reliance on the gains made from business in the society

-    Increased productivity with emphasis on profit-sharing from productivity through:

•    Maximizing value-added and benefits of human, social and material capitals with emphasis on knowledge-based economy

•    Establishing motivational mechanisms in payment system in the public and enterprise sector

•    Operational budgeting and improving the process of resource allocation based on economic and social interests

•    Reforming assessment and evaluation structures, adopting a result-oriented approach and auditing in state organs

•    Reforming rules and regulations, methods, tools and executive procedures

•    Prioritizing empowerment of manpower in all supportive plans
