Iran, Russia sign Cooperation Docs

Iran and Russia signed four cooperation documents at the 16th meeting of the Joint Economic Commission with the aim of expanding the relations between the two countries.

The strategic document for the development of bilateral relations between the Islamic Republic of Iran and the Russian Federation was signed on Tuesday by Iranian Minister of Petroleum JavadOwji, as the head of the Iranian delegation of the Joint Economic Commission of Iran and Russia, and Alexander Novak, the Deputy Prime Minister of Russia.”

A loan agreement for the electrification of the InchehBorun -Garmsar railway project was also signed between Ali Fakhri, Deputy Minister of Economy and Finance and General Director of Iran's Investment and Economic and Technical Assistance Organization, and Vladimir Ilyichev, Deputy Minister of Economy of Russia.

In addition, a bilateral memorandum of cooperation in the field of health was signed between Mohammad Hossein Niknam, Director General of International Cooperation of the Ministry of Health, Medicine and Medical Education of Iran, and Sergey Glagolev, Deputy Minister of Health of the Russian Federation.

Also, Mohammad Ziyar, the CEO of Sina Energy Gostar Holding, from Iran and Mikhail Silantiev, the CEO of the state-owned Promsyrieimport Company of Russia, also signed a memorandum of understanding for the implementation of EPC projects for product transfer pipelines.

Iran, Russia Public, Private Sectors Keen to Neutralize Bans

The Iranian Minister of Petroleum announced the implementation of joint plans and agreements between Iran and Russia in the near future, and emphasized: "There is now a strong will in the public and private sectors of both countries to neutralize the sanctions."

JavadOwji told a joint press conference with Alexander Novak, Deputy Prime Minister of Russia, that before the start of the 16th Joint Economic Commission of Iran and Russia, the working groups of the two countries in different areas of the meetings held good and constructive meetings, adding: “Fortunately, in the last three months, these meetings were held regularly in Iran and Russia so that we can examine various aspects of increasing the level of cooperation between the two countries.”

Emphasizing that today's good agreements in the fields of energy, transportation, health, agriculture, etc. between Iran and Russia are the result of good team work in the working groups formed in both countries, he added: “Iran and Russia have good capacities, especially in the field of hydrocarbon resources in the region. The oil and gas resources of the two countries are very influential in the world today, and fortunately, the two countries have made good and aligned decisions in the coalition of the Organization of the Petroleum Exporting Countries (OPEC) and its allies known as OPEC+.”

The Iranian petroleum minister pointed to the five meetings between the presidents of Iran and Russia in 2022, and stated: “Relations between the two countries have never been so close to each other, so this golden opportunity should be used to the fullest.”

Pointing out that Iran already has more than 4 billion dollars in contracts with Russian majors for the development of oil and gas fields, Owji added: “Parallel with these contracts, there are more than $40 billion of memorandum of understanding with major Russian companies in various fields such as construction of gas export pipelines to neighboring countries, swaps of oil, gas, oil products and export of petrochemicals. In this regard, petrochemical products and catalysts were exported to Russia last month.”

He emphasized on the implementation of the remaining great works for the development of relations between Iran and Russia, and stated: “Efforts are being made to resolve the challenges and problems in the joint economic commission of the two countries. There is now a strong will in the public and private sectors of both countries to develop relations and neutralize the sanctions.”

Iran-Russia Ties to hit Closest Level Ever: Novak

The Deputy Prime Minister of Russia said the relations between Iran and Russia will soon reach the highest level and a new record will be set.

Alexander Novak said on Tuesday at the general meeting of the 16th Joint Economic Commission of Iran and Russia that the relations between Iran and Russia will be improved with the strategic development document, and from now on, the two countries would witness the further development of relations.

He mentioned investments in areas such as power plants, oil and gas, and the North-South railway crossing as the main part of Iran-Russia cooperation, and added the volume of trade between Iran and Russia this year will reach 4 billion dollars.

The Deputy Prime Minister of Russia stated that Iran-Russia relations are at their highest political level and show remarkable progress in all fields of cooperation. “Our motivation for this cooperation comes from the trust of the presidents of the two countries,” he said.

Novak emphasized the strategic nature of partnership in the energy sector and bilateral cooperation, and said: “Based on the results of today's meetings, the two sides agreed to review the draft agreement between the government of the Russian Federation and the government of the Islamic Republic of Iran for cooperation in the field of geological exploration and oil and gas production in the country as soon as possible.”

He stated that Iran and Russia support formulation of a joint comprehensive program in the fields of oil and gas, refining and petrochemicals, as well as a roadmap for technical and strategic cooperation, and said: “This action will help develop cooperation of technology companies in the two countries in the field of technology, design and construction.”

Pointing out that a series of memorandums on strategic cooperation between Iranian and Russian oil and gas companies have been reviewed, the Russian Deputy Prime Minister stated: “These documents allow the initiation of more interactions in various sectors of the industry and the long-term development of Iran's oil and gas industry.”

Novak added: "Also, in the near future, we have decided to create a joint working group to develop projects, including the supply of oil and gas industry equipment from Russia to Iran and joint scientific research."

He pointed to cooperation in the field of petrochemicals, and said: “Aspects of providing petrochemical products with high value added including catalysts, additives, polymer and other products for Iran were also discussed.”

The Deputy Prime Minister of Russia stated: “The Iranian side has emphasized its readiness to facilitate the process of creating a corridor for import and export operations of the Russian oil industry, meanwhile, the creation of a consortium to localize Russian drilling facilities in Iran is being considered.”
The 16th meeting of the joint economic commission of Iran and Russia started on Sunday to Tuesday and was hosted by Russia in the presence of representatives from the Iranian Ministry of Petroleum, Foreign Affairs, Economy and Finance, Roads and Urban Development, Energy, Science, Research and Technology, Agricultural Jihad, Sports and Youth, Communication and Information Technology and representatives from the presidential office, the Islamic Parliament, the headquarters of the armed forces, the Supreme Council of Commercial, Industrial and Special Economic Zones, the Atomic Energy Organization, the Central Bank of Iran, the National Development Fund of Iran, the National Standard Organization, Chamber of Commerce and Iran Business Center in Russia.
